Very good find ares, bravo!
Technically, our UIQ 3 smartphones do not need FL3 to be able to play FLV files.
With proper codecs and player like what has been achieved by MobiTubia & emTube for S60 3rd Edition, FLV files play just fine. Thanks to libavcodec, a rich media library which supports a lot of media formats.
But there’s no developer who are bold enough to utilise libavcodec for UIQ 3 yet.
However, FL3 is needed to play FLV files directly in internet browser.

What this mean, SE P1i can’t run Flash appl?

yes. At the moment, P1i and all existing UIQ 3 smartphones are not able to run flash app because the core technology (FL3) is not available for UIQ 3 platform.
Seriously, i much prefer a standalone flash (FLV) player, like Mobitubia to play youtube videos, for example. Come on developers, show us some mercy and bring libavcodec to UIQ 3.
FL3 is needed for flash apps, play videos in browser and what else?
